The coalition\u2019s members joined forces in 2023 to create a new way for Hoosiers to access professional education and training, now known as the <a href=\"https:\/\/indianacap.org\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">Indiana Career Apprenticeship Pathway <\/span><\/a>(INCAP). iLab Indiana is led and funded by the Fairbanks Foundation, which has awarded more than $25 million in grants for youth apprenticeship and INCAP since 2016.<\/p>\n<p class=\"p2\">The iLab seeks to ensure that by 2034, Indiana\u2019s education-to-workforce system provides every student and adult learner with access to high-quality education and training options. This will enable all Hoosiers to discover their passions, reach their fullest potential, and meaningfully contribute to the economic and civic vitality of their communities. Released in September 2024, the <a href=\"\/wp-content\/uploads\/2025\/12\/iLab-Strategic-Plan-Full-Report-2.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">strategic <\/span><span class=\"s1\">plan<\/span><\/a> set the course for the implementation of INCAP.<\/p><p class=\"p2\">In November 2025, the iLab released <a href=\"\/wp-content\/uploads\/2025\/12\/RMFF-2025-Strategic-Plan-Design_Digital_FINAL.pdf\" target=\"_blank\" rel=\"noopener\">an update<\/a> to its strategic plan, which outlines progress toward the four priorities it established in the strategic plan:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-15e3a21 elementor-widget__width-inherit elementor-widget elementor-widget-text-editor\" data-id=\"15e3a21\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><strong data-wp-editing=\"1\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-18660\" style=\"max-width: 150px;\" src=\"https:\/\/rmff.org\/wp-content\/uploads\/2025\/11\/Establish-ITAs.png\" alt=\"\" width=\"120\" height=\"120\" \/>Establish Industry Talent Associations:<\/strong> With the support of funding from the Fairbanks Foundation, six ITAs are now active and are recruiting employers to help identify occupations and design relevant INCAP education and training programs: Advanced Manufacturing and Logistics, Banking, Construction, Healthcare, Information Technology (IT), and Life Sciences.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2decd8e elementor-widget__width-inherit elementor-widget elementor-widget-text-editor\" data-id=\"2decd8e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><strong><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-18659\" style=\"max-width: 150px;\" src=\"https:\/\/rmff.org\/wp-content\/uploads\/2025\/11\/Progressing-up-and-across-pathways.png\" alt=\"\" width=\"129\" height=\"129\" \/>Establish mechanisms for progressing up and across pathways:<\/strong> To help inform the Indiana Secretary of Education\u2019s plan for a statewide qualifications framework, iLab Indiana developed and shared a draft Indiana Qualifications Framework (IQF), along with a recommended process to recognize both INCAP and academic degree programs, along with other professional programs. Qualifications frameworks help compare qualifications earned across different education and training pathways by focusing on outcomes and competencies.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-be3a5fb elementor-widget__width-inherit elementor-widget elementor-widget-text-editor\" data-id=\"be3a5fb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><strong><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-18662\" style=\"max-width: 150px;\" src=\"https:\/\/rmff.org\/wp-content\/uploads\/2025\/11\/Advising-System.png\" alt=\"\" width=\"120\" height=\"120\" \/>Design a labor market-aligned career advising system:<\/strong> Over the past year, iLab Indiana\u2019s Career Advising Working Group identified critical gaps in Indiana\u2019s career advising services and developed a draft framework to address them. The framework ensures that by the end of ninth grade, every Indiana student has a personalized plan to achieve the necessary education and training aligned with their career goals.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-29fd012 elementor-widget__width-inherit elementor-widget elementor-widget-text-editor\" data-id=\"29fd012\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><strong><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-18661\" style=\"max-width: 150px;\" src=\"https:\/\/rmff.org\/wp-content\/uploads\/2025\/11\/Define-Clear-Roles.png\" alt=\"\" width=\"120\" height=\"120\" \/>Define clear roles and responsibilities:<\/strong> To ensure the various stakeholders engaged in INCAP implementation are represented within INCAP governance, the iLab Governing Committee approved a two-level structure that includes representatives from three areas: state government, the private sector, and regional implementors. Both levels will be chaired and convened by the private sector.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f8326fd elementor-widget__width-inherit elementor-widget elementor-widget-text-editor\" data-id=\"f8326fd\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p class=\"p2\">Additionally, the update outlines existing work to build a regional infrastructure, engage students and employers, raise awareness of INCAP, navigate funding needs, and address ongoing It is designed to align degrees and credentials earned through INCAP and academic programs, enabling recognition of these qualifications by both higher education and employers. As a result, students will be able to transition more easily between the INCAP and college pathways because they will receive credit for the education and training they completed in the workplace.<\/p><p>In December 2025, the iLab launched a Request for Proposals to solicit proposals from organizations interested in serving as the Indiana Qualifications Advisory Panel for the IQF. \u00a0<\/p><p>In March 2026, the Fairbanks Foundation awarded <a href=\"https:\/\/www.jff.org\/\">Jobs for the Future<\/a> $500,000 over two years to serve as the Indiana Qualifications Advisory Panel.
